Abstract

The objectives of this research were 1) to study the condition of selective factors (Strategic Leadership, strategy process, school-based management) and the effectiveness of safety and health of secondary schools in the lower northern region, 2) to compare selective factors (Strategic Leadership, strategy process, school-based management) and the effectiveness of safety and health of secondary schools in the lower northern region based on the size of small, medium, large, and extra-large schools, 3)  to analyze the key variables of selective factors (Strategic Leadership, strategy process, school-based management) and the effectiveness of safety and health of secondary schools in the lower northern region, and 4) to propose appropriate management to develop an effective safe and healthy school management system for secondary schools in the lower northern region. The sample group used in this research was the 849 school directors, the head of the learning group, and teachers from 264 schools under the Office of the Secondary Educational Service Area in the Lower Northern Region by multistage random sampling. Statistics used in data analysis were Mean, Standard Deviation. One-way Multiple Analysis of Variance, and Stepwise Multiple Regression Correlation Coefficient Analysis. The research findings were as follows: 1) Overall Strategic Leadership and school effectiveness are safe and healthy at a high level. For the strategy process, School-Based Management is at the highest level. 2) School size comparison results found that 2.1) Strategic leadership of administrators of extra-large schools is higher than that of small schools, large schools, and medium schools. 2.2) Strategic process of small schools is higher than extra-large schools, medium schools, and large schools. 2.3) School-Based Management of extra-large schools is higher than that of small schools, large schools, and medium schools. 2.4) The effectiveness of school safety and good health in extra-large schools is higher than that of small schools, medium schools, and large schools. The difference was statistically significant at .05. 3) The results of the analysis of key variables of the elective factors found that 26 variables out of 74 variables are key variables affecting the management of safe and healthy educational institutions of secondary schools in the lower northern region. All 26 variables can predict the effectiveness of 99.90% with a statistical significance of .01. 4) Guidelines for safe and healthy educational institutions in secondary schools in the lower northern region consist of five approaches: 1) a plan to develop safe and healthy educational institutions, 2) personnel development and information technology for safe and healthy educational institutions, 3) management aims towards safe and healthy educational institutions, 4) cooperation with stakeholders in the management of safe and healthy educational institutions, and 5) public relations and communication the progressive success of being safe and healthy educational institutions.
