Abstract

The objectives of this research were: 1)to study the conditions of transformational leadership, management, Organizational climate, and the effectiveness of primary schools in the Primary Educational Service Area, Regional Educational Region 17; 2)to analyze the factors of transformational leadership, management, and organizational climate affecting the effectiveness of primary schools in the Primary Educational Service Area, Regional Educational Region 17; 3) to study the effective management approach of primary schools in Primary Educational Service Area, Regional Educational Region 17. It is a survey and descriptive research. The sample group was teachers and educational personnel of primary schools in the Primary Educational Service Area, Regional Educational Region 17, totaling 379 people by simple random sampling. Data were collected using a 5- point questionnaire. Statistics used in data analysis were mean, standard deviation, and Stepwise Multiple Linear Regression Coefficient Analysis. The results of the research were as follows: 1) the overall transformational leadership was at a high level, management was at the highest level, the organizational climate was at a high level, and the effectiveness of primary schools was at a high level; 2) The results of the factor analysis of transformational leadership, management, and organizational climate with seventeen variables out of seventy-four variables can predict the effectiveness of schools at 90.40 percent with statistical significance at the 0.05 level, and 3) There are five effective management approaches: (1) quality development of schools’ personnel, (2) schools quality development towards quality, (3) monitoring and evaluating achievements according to schools’ goals, (4) schools’ environment development that promotes learning and performance, and (5) promotion of technology for use in the learning and teaching process of schools.
