A Thematic Analysis of Determinants of Nonpayment of Municipal Services in Soweto

Abstract

The study explored factors that affect the nonpayment of municipal services in Soweto. A total of 12 one-hour-long individual in-depth interviews were conducted as part of the qualitative enquiry by using a tape recorder. Seven interview questions were used for collecting qualitative data from 12 eligible participants of research. There were 4 themes that emerged from each one of the 7 interview questions. Thus, there were a total of 28 themes in the study. Each interview was transcribed. Tallies, codes and categories were extracted out of the transcripts. Themes were created out of tallies, codes and categories. The study found that negative perception about leadership and accountability were key determinants of the nonpayment of municipal services. A recommendation was made to the relevant stakeholders, highlighting the need for a closer cooperation with residents and ratepayers, the provision of rewards and incentives to people who pay their municipal bills promptly, and a display of exemplary leadership.
